After plugging away at prop animation and making a directable steam tool, I had the unexpected opportunity to develop and use various techniques to create the ocean surface in such a way as to blend in with hand-drawn animation. The timing and rendering techniques also required adaptation to match the context. The fire sequence, with the "reflections" of the fire on the water, is actually particle controlled patches triggered by various surface/camera angles and depressions in the water surface. Raytracing which produced an effect that was too realistic for a hand-animated context.
